Which tool should I use?

If a form says “maximum 100 KB” (or 50 KB, 20 KB), use the matching tool such as Compress to 100 KB: it finds the best quality that fits under the limit.
If you just want a smaller file without a fixed limit, use Image Compressor and pick a quality.
If a form asks for exact pixels (for example 600×600), use Image Resizer; to cut away the edges, use Crop Image.
